Incidents get opened when an Alert is triggered.

Incident OPEN and CLOSED emails are sent out for the triggered alerts.

You will not get email for each Triggered Alert to prevent Spam, only for Incidents.

If you like to be notified each time an Alert is triggered, you can use Slack Alerts, Skype Alerts or Dashboard Sounds / Notifications by keeping the dashboard open.
